Release Candidates have been used in software development for decades, outside of web browsers. They are good ways to prepare for a release and encourage testing, while catching last-minute issues.

Yes, but is it still impossible to change the background color of an entire document instead of only "highlighting" text?

But it has never been impossible. Format > Page Style > Area > Color, and then choose the color you want for the entire document.
