traffic has been redesigned to not be so stupid to block one lane while there are more lanes available for the same direction. That kind of stupidity was really annoying. So in part II they've changed the way traffic finds its route, and aforementioned problem should be a thing of the past.
Unfortunately, you still need the Traffic Manager for a lot of basic stuff. But... there's no Traffic Manager (yet), and what's more, there's not even een #

I've encountered a few bugs myself, not so many as some people who utter their frustration on Steam. At least I can play, I've only had one crash in 12 hours.
So, it seems part 2 wasn't really ready yet when they launched it. I'll keep playing part 1 for now, at least until they've added a way to control traffic, be it standard functionality or a mod.
If you're considering buying it, I would recommend to stick with part 1 for now, especially if you've bought several extention packs and are running some mods.
